Costs beyond the application fee
The fee above is the statutory application fee. It is set nationally and is the same in every English council. These other charges are set by each council individually — they are not part of the national fee schedule, and most applicants meet at least one of them.
- Pre-application advice Optional, before you apply An officer's informal view on your proposal. Charges vary widely between councils — some scale by project size, a few charge nothing. The most common unbudgeted cost.
- Community Infrastructure Levy (CIL) On grant of permission Charged per m² of new floorspace by councils that have adopted a charging schedule. Rates differ by council, and within a council by zone and use class. Can dwarf the application fee. Householder extensions are usually relieved — check.
- Local land charges search (LLC1 / CON29) Usually at sale, not application Ordered by a solicitor rather than by you, but it is a council charge and it varies.
- Building control After permission, before work A separate regime from planning — planning permission does not cover it. You may use the council or a private approved inspector, so this one is genuinely competitive.
- Section 106 monitoring Larger schemes only Where a legal agreement is required, councils commonly charge to monitor compliance.
- Street naming & numbering New dwellings only Applies where the scheme creates a new address.
